The elderly woman I met last week drove a 1992 Cadillac that wasn't ULEZ compliant, but she managed to get the TFL to ultimately recognise it as compliance by taking them to court. This illustration demonstrates that, despite being convoluted, there exist instances.
There must be a means to alter the vehicle or install a filter to reduce emissions, then have the DVLA test the modified vehicle's emissions and approve it. Sadly, I can't locate ANY information on this online.

This has been debated extensively among many other G wagen owners I know, and it does not seem to be doable. Tech with over 33 years of experience.
I have 7 years till I am 40 and become exempt. So I'll drive my compliant SL55AMG 2003 in the zone and my old classic G wagen 280GE elsewhere until the zone is either dismantled or another mayor takes over and realizes what a waste of money it is/was.
