A TOS update has just occurred on the infotainment screen. Exercise caution; it is substantial. I had to browse for two minutes to reach the [Agree] button.
This was succeeded by a similarly lengthy Privacy Notice.

I have had the same issue; I am uncertain about the 'we have the right to your soul' section and was unable to click the consent button.

I have inadvertently noticed that a scroll bar shows on the terms and conditions page. Scroll to the top of the page and observe the right side of the screen; while it may not be immediately apparent, a scroll bar will emerge. Place your finger on it and drag downward, and the screen will reveal the Agree button. This presumes you never peruse the fine print.

Oh, the pinnacle of delight.
I really hope they would include this feature into the Connect app for their users. Thus, you resolve it in that manner.

I have own my Kia for 18 months (since new) and have never seen a terms of service message. I presume it is shown on the infotainment screen, or it ought to be.

Indeed, it does.
The vehicle must be in park with the handbrake engaged to read and consent.

It appeared to me on route to the store, so I waited for it to reappear after doing my shopping, since it took some time to scroll to the accept button. I suspect that no one has ever comprehensively read it. Clearly a legal maneuver used to absolve responsibility by asserting, "You consented to it." There is likely a provision concealed inside that states if we damage your vehicle, we have no responsibility. [/skeptical]

I remember that mine TOS said "1/3" on the right; I speculate that this signifies one of three hours required for complete reading and comprehension. Despite many downward swipes, it remained at one-third. Eventually lost interest and stopped capturing screenshots, ultimately reaching the accept button. I can not remember whether the 1/3 ultimately displayed 3/3.
Indeed, the full terms and conditions must be accessible on the KIA website and/or the application, preferably accompanied by a summary of the modifications on the infotainment display. I am anticipating the most recent downloaded update, and it is certain that the terms and conditions will reappear at that time.
