Do you have any insight as to why the prior owner used this fabric tape on both sides at the back?

It is conceivable that the previous owner placed it there in order to prevent a squeaking noise.

That is also my guess.
Furthermore, are you certain that the extension cables do not pose a potential hazard of causing a fire? Although I am not an electrician, I often interact with engineers who are responsible for determining the appropriate electrical specifications for industrial projects. According to their expertise, overloading a wire might potentially lead to a fire hazard. Although it may not be my concern, I have personally experienced two instances when properties I owned caught fire, which has instilled in me a strong appreciation for the dangers associated with it.

When the lid is closed, is there any evidence of contact on the car's exterior? Could it be caused by friction?

The tape is most likely being used to suppress or eliminate the squeaking noise, based on the replies received. I can see little signs of deterioration on the plastic surface that comes into contact with the tape. Regarding the electrical system in the garage, it is both humiliating and beneficial to be reminded of it. Although not as severe as it may potentially be, the current situation involves just two LED bulbs and a smart speaker connected to the power strip, which remains unplugged for 99% of the time. Nevertheless, the situation is nevertheless unfavourable.

As previously said, it is quite probable that this occurred due to friction with the engine bay trim. My device previously exhibited this behaviour, but it was limited to one side.
By the way, you can always count on Judd to veer entirely off-topic.

I recently parked my vehicle at the airport and opened the hood to inspect the appearance of my 2014 v8 engine. During my inspection, I saw a clip located in the vicinity of the engine. It is possible that they concealed the clip or misplaced it.
Indeed, I struggle to remain focused on the subject at hand.

Not just your automobile, but also other things. I also discovered several strips scattered throughout mine as well
