In the same way that prohibiting tobacco advertising discourages individuals from starting to smoke, I assumed that this measure was intended to prevent already overweight people from becoming even fatter

Stupid. But you'd think the agency responsible for the advertisement would be acquainted with TfL's policy, given how widespread it is among professionals.
