I am unable to use the power folding feature of the door mirrors when my 2023 Sorento Vision is in motion. Is this typical for the car?

Apologies, I do not own a more recent model similar to yours. However, on my 2016 Sorento kx-3, the side mirrors may be folded in at any moment by use the button located on the driver's door.

I just came across a discussion on the mirrors on the Sportage, and it seems that they do not have the ability to fold while the vehicle is in motion.
Received a response from Kia stating that the mirrors would not fold while driving if the button is not pressed.

I have a strong belief that my door mirrors do not have the capability to fold while the car is in motion. However, while reading the Sportage handbook, it explicitly cautions against making adjustments to the mirrors while the vehicle is in motion.

It is important not to make any changes or bend the external rear view mirrors while the car is in motion. The potential consequences include a lack of control, which might lead to a fatal accident resulting in death, severe injury, or damage to property.

While several nations may permit it, the United Kingdom does not.

Another instance of perplexity arising from an ambiguous 'generic' handbook šŸ˜

Is it more prudent to come to a full stop and maybe face the danger of getting hit from behind?

If you are folding them inward to accommodate the narrow space you are attempting to pass through.

Indeed, the mere few of inches disparity implies a rather narrow space that necessitates traversing at a leisurely walking pace.

The mirrors of my ceed automatically retract when I hit the button. I find it beneficial while navigating narrow roadways with vehicles parked on both sides.

Precisely. That aligns with my own preferences as well.

Kia's latest statement asserts that the feature of folding mirrors has been deactivated on all Kia vehicles due to safety concerns. Pressing a single button to fold the mirrors rapidly is hazardous, however utilising many buttons to modify the mirrors is OK since it does not pose a threat.

Car manufacturers are now at a stage of development that is comparable to where computer firms were a decade or more ago. Deviation from the end user's preferences in decision-making may result in innovative workarounds, which may be acceptable for an android phone but might pose life-threatening risks in the context of an automobile.

Additionally, there are the much disliked tiredness detecting software and the lane maintain assist feature, which has the potential to direct you towards bicycles. It is worth noting that both of these systems reset automatically each time the vehicle is started.
