What is the significance of "04 plate" for all 194 nations globally, except the UK? This is not even a forum headquartered in the UK.

On a scale of 0 to 10, I would rate it as 1 if a lift is available, and 3 if it is not. This is derived on my experience with the same engine installed in a 3-series BMW.
